I don't see a double standard with Heinlad because Tanukis having large testicles has a cultural, (more accurately, mythological) significance in Japan (rather like the unicorn's horn), whereas Devastator had never previously been famous for his testicular fortitude. The Saki and Promissory note accessories are as much a part of the Tanuki mythology as Heinlad's balls :P

If Supreme class Devastator actually had the testicles, then I would have bought him.
